Background & Credentials
Paul E. Blalock, President
A native of Newark, New Jersey, and a twin among five brothers, Paul first moved to the Inland Empire area during the fall of 1972.
Blalock's first visit was as an Airman in the United States Air Force. After one (1) year in the Air Force he was selected to attend the Air Force Officer Training School. After completing the school, Paul returned to the Air Force beginning a long and steady professional career in Human Resources Management.. His first assignment as a Personnel Officer was squadron section commander. The next position was at the International level as the Department of Defense (DOD) personnel liaison officer for the Dependent School system at Hahn Air Base, West Germany.
After more than seven years in the Air Force, and obtaining the rank of Captain, Blalock decided to seek other challenges. Returning to Atlanta, Georgia during the fall of 1979, Blalock enrolled and completed a Masters of Public Administration, specializing in Personnel Management & Labor Relations at Atlanta University. While working on his graduate program, Paul also worked a full-time position as Personnel Manager for a regional Non-Profit Scholarship Program geared toward minority students.
In April of 1981 Paul again returned to the Inland Empire area. Shortly after retuming, he accepted his first position as a personnel professional with Colton-Wartsela. In this position Paul was responsible for a 200 employee manufacturing plant, and the labor relations of two very strong employee unions.
Colton-Wartsela, an international firm, was later acquired by Briggs Industries. Blalock managed the transition, and later became Director of Human Resources for the new organization.
In March of l 990 Briggs International closed its Colton location. Rather than relocate, Blalock accepted a new position as H.R. Director with Gate City Beverage Distributors of San Bernardino, California. After only two years with the company, Paul was promoted to Vice President of Human Resources. He remained with Gate City Beverage for approximately five years.
After a very rewarding and challenging career in the corporate world, Blalock decided to stretch the demands of his chosen field by striking out on his own. It was June of 1994 when Blalock founded Blalock & Associates, a human resources professional consulting group.
One year later, Blalock merged his consulting group with TRC Staffing Services when he and his business partner (Liz Rapp-Blalock) decided to franchise a staffing service. Today the companies are presented as one full service human resources group.
Liz Rapp-Blalock, Vice-President
A native of Southern California, Liz began her professional career in the Human Resources arena with Yamaha Motor Corporation in Cypress, California during the spring of 1972. She began her employment at Yamaha as secretary for the personnel department, and was promoted to personnel administrator after 1-1/2 years. One year later Liz was promoted to Personnel Manager. Liz worked at Yamaha for a total of seven (7) years.
Liz left Yamaha Motor Corporation in 1979, and began a new career path in what was then known as the temporary services industry. As a professional staffing expert Liz started as an Account Executive and worked her way to the rank of Regional Vice President for one of the largest staffing companies on the West Coast. In her regional position, Liz was responsible for more than 9 office locations and more than 75 employees.
It was June of 1994 when she decided that her career had grown less than challenging. As a result, she decided to form a partnership with Paul Blalock for the purpose of gaining a franchise staffing presence. Blalock & Associates opened in June of 1995 as a franchised full-service human resources office.
In addition to a highly successful professional career, Liz has coupled her growth/preparation with Bachelor of Art, Business Administration from Cal State Long Beach. She has continued her formal academics training by completing several certificate programs.
Terri deVries, Sales Manager
Terri deVries is a seasoned salesperson with more than eight (8) years of direct sales experience.
In her current position Ms. deVries is responsible for all sales covering the entire Southern California Basin. Since joining the team at Blalock & Associates, Ms. deVries has been directly responsible for securing Staffing Contracts valued at more than $5,000,000.00 with the County of Riverside and J.C. Penny's. She has also completed several inter-state executive placements. Two of those with with salaries at more than $75,000.00 per year.
Ms. deVries background uniquely combines theoretical education with the practical in-field sales experience. She received her Associates Degree in Liberal Arts at Fullerton College and her Bachelor Degree in Psychology at Cal State Fullerton University. To further enhance her educational preparations, Ms. deVries is fluent in the Spanish language.
Her work experience/skills are equally as impressive. She is proficient in Word Perfect, Quicken, Act 3.0, Lotus 1-2-3, Microsoft Office, and ACCPAC. She has held positions as an Accounts Receivable/Contracts Manager, and currently as Sales Manager.
Terri is a highly qualified salesperson with a proven track record.
Oraree "Ree" Haqq, Payroll/Office Manager
Oraree (Ree) Haqq, Payroll/Office Manager, Blalock & Associates is not only a proven technician, she is also a proven leader of people.
As the Payroll/Office Manager of Blalock & Associates, Ms. Haqq is responsible for more than forty-five (45) different staffing clients covering more than 300 contingency employees. Ree as she is affectionately called, joined the Blalock & Associates team three (3) years ago and has since managed all Accounting & Payroll processing. She is directly responsible for the preparation of Payroll taxes, benefit reporting, journal preparation, Audit reports, Garnishments, Worker's Compensation Premium processing, and of course the weekly payroll. In addition to all of her Payroll/Accounting duties, Ree has direct responsibilities for all Operational personnel.
She has prepared herself well for previous positions held, and her current position. Ree completed her Associates of Arts Degree in Accounting at Citrus College, Azusa, California, and studied at Cal State Long Beach University towards her Bachelor's Degree. She completed a Payroll Practice and Management Certification Program in the Spring of 1994.
Her work experience includes more than twenty (20) years of experience including positions as: Payroll Specialist, Payroll Coordinator, Payroll Administrator/Assistant Human Resources Director, Human Resources Administrator, and Payroll/Accounting Manager.
Coupled with all of the above, Ms. Haqq is a very active community member in her church and civic groups....she is a proven leader and excellent technician.
Kathy Russell, Operational Manager
Kathy has been with Blalock & Associates for five(5) years.
Ms. Russell is a proven commodity in all areas of Administrative Support and Office Management. Kathy excels in defining problems, establishing realistic goals, prioritizing tasks, and achieving objectives within a specified time frame.
Ms. Russell's accomplishments include nine years as a successful salesperson in the Personal and Commercial Liability Insurance Industry. Exceptional computer skills covering DOS, Microsoft, Word Perfect, Excel, Word, Apple, and all IBM compatibles. She has directed and coordinated the in-office operational efforts of Blalock & Associates during a period wherein the office grew from 1000-1100 billable hours per week to approximately 4500 billable hours per week.
As a temporary employee for the County of Riverside, Ms. Russell typed all of the Policies and Procedures for the Riverside County Department of Mental Health to get ready for JACHO.
Presently Ms. Russell is Operational Manager for Blalock & Associates. She is responsible for all general office functions including overseeing current office staff, weekly and monthly temporary employee reports of new hires and availabilities.
Her experience includes, but is not limited to, maintaining existing clients' accounts and creating a variety of new accounts through telemarketing. She also assists in processing temporary employees' payroll. She also assists all operational/account specialists in the screening of applicants, interviewing, drug-testing where appropriate, placements, and receiving orders from business clients.
Other professional experiences include 25 years in Customer Service, 10 years as a Fire and Casualty Broker and 6 years as a Notary Public. She is a proven asset to the Blalock & Associates Team.
Adriana Chavez
Ms. Chavez is one of our operations specialists who began with us without former knowledge of our industry. She has been with Blalock & Associates, Inc. as an associate placed with several of our Client Employers and has now joined the Blalock & Associates, Inc.'s team. In both arenas she has surpassed our expectations.
Without prior staffing industry experience, Adriana at this time is fully capable of handling all aspects of her position. She has been our front person with many of our applicants because of her strong bilingual skills.
Her ability to relate to all levels of applicants and maintain a professional atmosphere at all times is what one would expect for someone with much more time in grade.
Adriana is a graduate of Eisenhower High School in Rialto and a lifelong resident of the Inland Empire Area. We are proud to have her as part of our team!
